Well, at least the bugreport (and, I guess, the way to reproduce it) is here. I wonder, how much time it'll take CCP to invent means to track the usage of exploit.

It doesnt work this way. Exploiter is disconnected from local channel, ergo he is unable to see or send any messages.
The point is - noone sees him in local too.
He can scan/probe others, but no one is aware that new ship has entered the local (because he didn't) - but he indeed entered the system (without joining the local channel).
P.S. yes, I see now - on the last pic there are messages in local. Strange.
P.P.S. slackjawed's "proof" is fake, I guess.

Borders depend on the ambient lighting and camera pos - you can always find a camera position for the top/right border of chat channel window to "disappear".

No - there is simply no room to use these exploits there. Tournament is overwatched by GMs and public, and we saw that they were in local and didn't jump at all.
